Since August 12, 2026, EU PPWR (Packaging and Packaging Waste Regulation) has been fully enforced, replacing the long standing old packaging directive. All gift boxes, cartons and corrugated shipments exported to the EU must comply with new standards. Non compliant goods risk customs detention or product recall, and penalties can reach up to 6% of global company turnover. Many packaging suppliers and brand buyers have already faced shipment setbacks caused by this regulation.
Many buyers treat PPWR merely as an environmental slogan, while it is a strict customs rule covering packaging structure, surface finishing, raw materials, void space and hazardous substances. Minor mistakes may result in cargo hold up at port.

1. Over packaging & excessive void space Ecommerce packaging cannot exceed 40% void space. Oversized outer boxes and redundant inserts will be marked as over packaging. Packaging size should match real product dimensions from the design phase.
2. Low recyclability from BOPP lamination Traditional BOPP film lamination bonds paper with plastic layers which are hard to separate, resulting in poor recyclability ratings. Even with FSC paper, fully laminated boxes may fail PPWR assessment.
3. Restricted substances including PFAS and heavy metals PFAS in inks, coatings and oil proof treatments are strictly banned. Test reports for raw materials are required to eliminate restricted chemicals.
4. Missing compliance documentation FSC / PEFC certificates, test reports and recyclability assessment are frequently required by EU buyers. Complete documentation is essential for smooth customs clearance.
